I spent a while looking into this, and although the download link through the wayback machine is not working, it does seem like the document I linked to earlier is the primer mentioned below. There was a monograph available for purchase, which seems to entail all the sections referred to at the end of the primer. So, I guess I'm looking to get my hands on the full monograph then.
