Looks like the ebay ad disapppeared..? Anyway I think most likely the chip is an oversized version of whatever company supplied many Russian casinos with similar looking chips, reference pic below (chip on the right courtesy of chip guide).

BTW the Leicester logo on the chip is an old version that was in use 2002-2009, yet Vichai owned the club from 2010 until his death in 2018.
