implemented for bidders. You have to have your payment method selected before you can bid. Then when you win they automatically take your payment. Ran into a big problem with this when winning multiple auctions from the same seller on combined shipping. I paid 30.00 shipping for three auctions and am still waiting for a refund of my shipping which they agreed to do but still waiting since yesterday. It prevents you from getting an invoice with combined shipping. Spent hours on the phone with ebay figuring out how to remove this and now I just noticed when bidding on a new auction they are asking for the payment information again before I can bid.

Boy these guys can really rig the system in their favor.
