Whilst it is possible, I'd be surprised if it was Victor that had the brainstorm because as far as I know he wasn't really that involved in the actual casino games as such especially as he had many experienced and trusted people to take care of that. There are a couple of people that it may have been but I can't think of their names at the moment. I'd ask as some are on FB (along with relatives) but some are no longer with us plus it's a long time ago so it may be too much of an ask expecting them to remember.
I may read the Playboy (and Victor) books I have as I may have missed something about them the first couple of times. Doubtful but it's worth a try anyway. I'll look through the Playtime mags too but I think I would have noticed if a variation had been mentioned. Hopefully we can know for sure one day.
