Yes, the heading needs to be refined on the guide but, the subject jetons are used in Roulette, only, and have no value or use anywhere else as would a value jeton.

Unless they served another purpose unknown to us, they are Roulette jetons as Tom states but, to simply call them jetons as you have been suggesting tells us nothing as far as their intended use...
