They are listed where I would expect them to be, as jetons because that's what they are. It all depends on how you wish to view them, first and foremost. As I said, personally as they are jetons, that is what I feel they should be listed as (as they are on the guide) with a mention of the fact that they were probably used on FR. The type of chip/jeton/plaque is how they should be listed not on which games they were used. Clay roulette chips (or wheel chips) were definitely only used on roulette whereas jetons were also used on BJ (for instance, the CHC as my source who trained there has said) and chemin de fer/baccarat but the main factor is that they are jetons which is the overriding determination for classification, I'd have said.
As to the one with a lunette from the catalogue, have any actually been seen in "real life"? Maybe they were never made (or used) although they could well have been but until 1 appears, it is not guaranteed. I think they probably were though and none have turned up yet.
As to different coloured bunnies, maybe it was a double FR and black bunnies were on one side of the table and red were on the other one. There are many other possibilities, obviously, but that is one that may or may not answer the questions and give the answers we seek.
On a similar theme, when I was at Crockfords they had 1 stack of the old style roulette chips on each table although they were never used (obviously, as there weren't enough) but dealers liked shuffling them so there were 2 different types on the same table at the same time. When they re-covered the roulette tables, all of the colour chips were put in bags and I asked them to make sure that the old style didn't get lost as they were also doing a refurb at the same time but they didn't listen and they disappeared. I managed to find 2 (which are on the guide) so it has happened. I doubt it was the same scenario but still, anything is possible.
As FR dealers usually only dealt FR in the same way that Dice dealers invariably only dealt dice in the main, we need to find a FR dealer from the 1960s/70s who can help as that would be the best way to find out for sure.
