In the Netherlands it was very common to use chips and not jetons while working on an opta 24.

As long as you can't find someone that worked with those jetons you will never be 100 % certain.
We had jetons that only one player used. A dealer from Knokke stole some jetons from him in Blankenberge not knowing that Blankenberge had specific jetons for him also.
Yes, the French roulette had tons of different jetons, all with a value on them. Baccara(t) had specific small denomination jetons for the tax (7%) on the play.
