As John said, it is from Aruba. As for value, the entire rack got released to the hobby through Nevada Jack's some time ago. It is a very popular chip with set collectors, though, and if someone needs some/one for their set, they have been known to pay quite the premiums. I would say it's a $1-3 chip that can bring $12-20 at the right time.
