I think the simple answer to your question is that Sandra Harris determined that we would need startup money of around $1,000,000 just to get a museum going. I think the hope has always been that we would get free space at a casino as a separate building would cost rent and would not get anywhere near the traffic seen in a casino. I remember years ago staying at a casino and getting free passes to one of the chip museums.
