I pretty much gave birth to it, so I guess I'm entitled to an opinion. It is time to do away with it. It did not, nor will it ever accomplish what I envisioned. It is not anyones fault, we had some very good people lead the effort and they gave it their best shot, it is just not working and it's costing us money. Of course some good things have come out of it and we should keep these entities under the supervision and oversight of the CCA. Let the comments come.
