You asked me, so here is my response, but you definitely won't like it. You are asking the wrong person. I am not an attorney. I have limited knowledge of intellectual property law. The ChipGuide Usage Policy was determined by the MoGH's legal advisors. I am just following the policy that they set up.

My question to you: Of what importance is this issue to you? What difference does it make? All the ChipGuide asks, in order to allow the ChipGuide to continue to operate, is to not use our images commercially and if you do use images from the ChipGuide that you cite the source. Why does this bother you so much?
