Chips were usually sold from the cage the day they arrived. If the dealers or collectors didn’t buy all of them they would put them on the table. If chips were returned to cage they would put them on the tables. In the beginning, most casinos would put some on games and sell the balance from the cage. Some casinos put them all on the tables and initially would not sell from the cage. Dealers (chip) complained about that as they tried to corner the market by buying all of them. The casinos seemingly were in a no win situation. They tried to be fair and created reservation lists and limited the number they would sell to an individual. It became a nuisance for the casinos and most stopped ordering them. Hardly a revenue source!
