I seriously mean no disrespect here, But you all have to get over the misconception that you "own" the images.
Unfortunately you do not own them, nor any derivative of them. Period. You would need a signed release from the people submitting them and transfer of ownership.
What you have in the chip guide, a great resource, is a collection of images with permission (and, really, you don't even have that) to use them.
They are posted on an open web site with no accepted terms of use. That makes them subject to "Fair Use" You would have to create a membership and the user would have to explicitly agree to its terms. You don't have that.
Where you have a problem though, is if an admin of your chip guide takes a picture from say an ebay listing or an auction house listing or worse a facebook post or instagram post, puts' it in the chip guide without permission of the creator, the chip guide is now exposed to legal action from the creator. I'd address the irresponsible admins who put those pictures in the chip guide, as now that there is all this stir about the subject, along with club members saying they "own" the images, its only a matter of time till someone comes for the guide.
Simply putting up a web site openly with no express agreement to its terms of Service entitles you to NOTHING.
