Even though I use Elements, not free, for quick editing Irfanview is very useful.

Download the version and the pluigins, there are now over 70 plugins for Irfanview, expanding its capabilities even further. Everything free. Also not very well documented, if you liked Paint, Public Domain the free version of Paint.Net is included free in Irfanview. F12 key and it pops up in a side window.
Paintbrush, erase, clone, color replace, add text, line, arrows, circle, rectangle, flood fill, color picker, straighten, measure, pen and ink, and that's just the Paint part!
What can I say? I have Photoshop, Lightroom, Elements and probably six more different and special photo editing tools, but every computer and laptop has Irfanview on it for the essentials and basic editing.
There are people who recommend Photoscape, it is also as good, but not as powerful as Irfanview. You can do circle selection, which is labeled as crop, but there is no such thing as a circle cropped JPG as they are all rectangular. It's more of a circle mask and removes the area around the chip, and replaces it with White.
