The ELITE chips were delivered to Salt Lake City but were for Nevada (less than 200 miles away)

I don’t believe there was much gambling in Salt Lake City. So, could the 1939 chips, delivered to Salt Lake City, also be from a small town in Nevada?

1939 was not an ELKS, MOOSE or EAGLES club.
