I'm working on a history of the Noll Co. It was primarily owned by Norman S. Noll, and first appears in Los Angeles directories in 1930 at 2030 Wilshire Boulevard.
I agree that the Crest & Seal (and therefor the Small Key chip) are most likely California, and I think that early date makes it likely that it is from someplace in or near LA.
Noll & Co moved to Pasadena in 1944, after a celluloid dice fire at there 2030 Wilshire location. Below is a photograph of their headquarters after the fire, you can see the "Noll & Company" sign on the second floor.
