Are the WHALES under jetons (Casinos del Estados) not Mother-of-Pearl, below... and, are the WHALE graphic chips from the PARQUE...?

Is there a reason why the WHALE chips are cataloged under both casinos?

When Michael Richter and I first bought the chips (7 color rims of MOP) from the seller from Uruguay, we were unsure where they were from and when brought up here someone mentioned the signage in the park on the same street as the PARQUE had the WHALE graphic.
Were the WHALE graphic chips used in more than one location as was the case with some other design chips in Uruguay?
