The chip with the Phoenix on it is from 1922. Although I originally thought the chip with Cincinnatus on it was earlier, my guess now is it is from late 1930s to 1940s. Cincinnatus is not in the records which leads me to believe it was made after the last of the records (1938). Last known USPC c&s is 1948 (BPOE 1747). Also if Cincinnatus was prior to the Phoenix chip it would probably have the little holes punched in the inlay

Little holes appear to have ended in the early 1920s. Holes were believe to be needed to hold the inlay in place.

Two points: there are always exceptions and what was said above is my best guess
