The Board of Directors does not open ethics complaints. Members may submit fully completed ethics violation forms, which can be found on the Club website. In the form, among other information, the submitting member is required to identify which paragraph of the code of ethics is allegedly being violated. The submitting member is also required to submit supporting evidence. In this case, assuming libel fits one of the code paragraphs, the submitting member would be required to provide evidence that something that Rich wrote was not true, among the evidence provided. If someone submits a complaint, the CCA Vice President, Jim Follis, then reviews the complaint to determine whether an investigation could reveal a violation. If all that happens, then an investigation is opened.
