The two small holes on the crest and seal cheap make me think that it was a USPC Co. sample chip, which would date that chip before 1947. (You would know better than I if that chip is a USPC chip.)
The Hub mold chip does not show up in Burt Co. ledgers, which begin in 1953.
This is more speculation, but I would also guess that the Hub mold chip is also USPC (and therefor pre-1947), based on its association with the crest and seal chip, and based on rectangular shape of the hubs. The mold cups that the Burt Co. often used in the 1950s were often slightly more trapezoid.
