could be 1974!

In 1965 the Fed did away with the playing cards Tax Stamp requirement, but many manufacturers continued to us them, as a convenience of sealing the tuck-flap closed. This stamp looks cancelled (that red circle looking thing).

Rich, if you are reading this, could you show a better scan of the stamp, and also confirm black or blue?
