The USPC sample books were in date order. Check the records to see what other chips were on the page (also before and after). Maybe whatever club ordered the FIVE DOLLARS chips also ordered the other chips listed. Check to see if the dates on the other orders were the same date and distributor as the FIVE DOLLARS chips. I mention this because the FIVE DOLLARS chips might be roulette chips from a place with two tables. Maybe the other orders are the denomination chips. Who knows
