First, I have not yet seen the original 1977 bill. You haven't shown it and I haven't found it on my own. Second, I have only found one amendment so far, a 1980 amendment about conflicts of interest. It has nothing to do with chips at all. Third, if I do find anything relevant, I will let you know.
