I can't figure out what is being collected in these auctions.

First of all......I think anyone can collect anything and in no sense are my questions meant to be a criticism of this area of collecting. Of course my interest is that these objects get aggressive bidding (22 bids), high prices ($200) and contain a casino chip.
1) What are these things? I don't understand what's being collected. Are the cards of current manufacture? Is there anything special about the card design or is it just that it's different from other cards? Is there a defined limit to either the number of different cards or the number of cards that are made? At $200 a pop I assume there are limits.
2) What's the relevance of the casino chip? Would it matter if another casino chip were chosen?
