For what it's worth... I would have to say that the general opinion that I hear is that the Atlantis has the best rooms and best steak house. My sister always favors the Peppermill (one tower is nicer than the other). The nicest rooms in any hotel/casino are not often comped (unless you're a whale or you finagle an upgrade).

The Peppermill and Atlantis are near each other but pretty far south of downtown. Downtown is pretty much owned by "The Row" (Circus Circus, Silver Legacy, El Dorado). Harrah's is gone. Sienna is gone. All the old time names except Cal-Neva are gone.

Since you've already experienced the Atlantis, try the Peppermill this time and decide for yourself.
