IN MY OPINION, I agree that there should be additions to the Board, you could add to make the total Board members a odd number, however, there is always the possibility that a Board member could vote present or absent, thereby causing a possible tie anyway.
I believe that an Executive Director (ED) would be a great asset to the CCA as long as his/her duties are specially spelled out and goals established (i.e. fund raising, increasing membership, etc.). The ED would report to the Board and would have a direct supervisor from the Board. However, there would be major costs, salary, possible benefits, various taxes and fees paid by the CCA. I do believe with the current financial status of the CCA. at this time, could not afford to hire an ED, unless there was a retired person willing to do the job at a reduced pay, with the possibility of bonus for amounts of money brought in.
