From personal first hand experience I can say that at Hard Rock Atlantic City, pin collectors were welcome to sit in the booths at the Hard Rock restaurant at no charge to trade pins from their pin bags on a specific Sunday morning for a couple of hours before the lunch crowd. Same thing at Philadelphia Hard Rock. Of course a lot of pin collectors ordered a sandwich or a drink as a courtesy and purchased Hard Rock pins at the gift shop.
As for ANA, no trades between non table holders on the bourse floor are permitted. You would have to go to a public area such as a restaurant, snack bar, hotel lounge or hotel room to trade ..., or if a break-out meeting room away from the bourse floor was provided for an ANA Club meeting, some trades off the bourse floor would take place.
