USPC started making personal chips in the 1920s maybe earlier. I don’t know if you could order chips directly from USPC but personal chips were definitely ordered through chip distributors. For example most of the turn of the century business moguls that belonged to the NY Yacht Club ordered chips for their yachts through Abercrombie & Fitch

Some titans of industry that had personal chips included Edward F Hutton and Marjorie Merriweather Post (EF Hutton brokerage and General Foods), Joseph Pulitzer (son of THE Pulitzer), William Fisher (“Body by Fisher” brother), Lammott du Pont (du Pont chemical), FV du Pont (du Pont chemical), George Jay Gould (son of famous robber baron Jay Gould)
