Even if the USPS is at fault for any reason and did not complete the form (below), your postal service should have returned the package when they received it but, no; it appears they handed it over to customs for the reasons you state. They sent you an untrue message.
All I can do at this time since the USPS time to intercept has expired is stick with the truth that you did not make a purchase... and, if they demand an actual value of the 4 MOP plaques and 2 MOP jetons (NOT A PIRCHASE PRICE), I have no choice other than in quoting an approx. value per Eisenstadt's website and, if I do anything less I would not be telling the truth and, as I stated earlier, I would be more than willing to pay the tax on US$300... if you want, or they can simply follow their own rules in the legal document they sent you.
Again, I have seen much worse than this with bare root orchids going to the EU and sitting for over 30 days in customs without water.
You can feel free to submit a US$300 value... with adding there was no purchase, but I will not comply with anything in that letter stating you paid for something that was a Christmas gift.
Personally, Jo, I think your government made a big mistake in a most sloppy manned...
If they return it to me I will resend it per your instrucfions.
