I had a package going to Spain one time that met similar issues. They actually wanted the buyer to bring a lawyer to negotiate duties so he could get the package. They finally shipped it back to me 6 months later when he refused to pay any fees. One of the worst experiences every, lost a lot on shipping charges for a large order.
