Combining shipping on multiple chip purchases?

Their listing their choice I know but I still haven’t heard a “good” answer as to why if someone wins 4-5 chips in auctions (which the seller sets the starting bid to) why the winner should be paying $22+ in “shipping” costs when the real shipping costs incurred bare likely less than $5-$7.
