They'll find a way to charge sellers for this "service" just as they found a way to charge sellers for sales tax collection. I think another increase in final value fees will be their solution. I currently pay 12.55% of the combined sales price + shipping + sales tax, and I can see them saying "it's much simpler to just charge a straight 15%"
