I guess its who waits on you at the post office. each person interprets mailing procedure differently. I do small envelope wrap chip in cardboard and mark it non machinable or for a couple cents more put it in a bubbler tell the post office non parcel, non machinable and its no tracking both ways, and again depends who waits on you. Ron
