What a couple of people have been doing is removing the inlays of pre-existing Paulson chips, and putting in new inlays. Some people have also been milling hot stamp chips, and putting in a new inlay.
The technique has been perfected to such an extent that is almost impossible from photographs to tell the difference between an original Paulson inlay and murdered chip with a new inlay.

I haven't used them personally. They charge $2.25 to remove and replace a Paulson inlay. They charge just $1.60 to mill a chip and put in a label.
