The story that I've heard about this postcard is that the lady was the wife, or girlfriend of one of the high-ups at the Las Vegas Club. She thought it would be fun to be featured on a post card. The photo of the lady was superimposed on a photo of the sign. Before the card was distributed, they broke up. He prevented the majority of the cards from being distributed. I have no idea if any of that is true, but I do believe that very few of the postcards were distributed...in 25-ish years of collecting, we've only seen 2-3 of these cards.
