This no-change thing is a pain in the neck ... but it's not the first time that gamblers got the short end of the stick, so to speak.
At the horse racing track, the parimutuel odds are posted at the dime level, with the actual odds always rounded DOWN to the lower dime. Examples: Actual odds paying $5.31, is rounded down to $5.30. Actual odds paying $5.39 still rounded down to $5.30. The track keeps the difference, known as "Breakage". Can add up over an entire racing season.
At least that's what has occurred, unless it has changed in recent years. It's been quite some time since my last visit to the track.
