Appears to be access at the base and glass door(s) atop.wifh safety railing.

The code (date) on the reverse of the postcard might be helpful and maybe a "Thunderbird tower" search will explain more. I would think If a Bird was in the original completed plan the artwork would have included it since it is a drawing and not an actual photo.
