Looks like you came upon a salesman's box or something the owner of SF Card Co. squirreled away for some reason. The color chips are of course samples, possibly meant to be strung on a string or bead chain for easy display to potential customers. Those could be quite valuable to the hobby in general if the colors of SF Card Co. are not already known.
I have never come across a Some Where Else chip, not that I am out there looking for one. I've thought of them as being somewhat rare. The fact that there were some alleged shenanigans concerning counterfeits or duplicates of SWE chips makes the tale even more exciting! I'd be interested in buying a couple from you if you wish to "part out" your find. You have that perplexing situation of what to do with a "hoard" of rarely-seen chips - keep 'em? Sell the whole batch for someone's home-play dream? Or try selling them piecemeal to collectors?
Sorry to hear about the demise of the S.F. Card Co. owners. That part of the story did not sound good. That was back when "gambling" was decidedly an underworld business fraught with danger. There were several card rooms in Alviso back in the day. Maybe a couple of the casino-owners did not take kindly to the "competition" opening up shop in their town. Just talkin' - have no knowledge if such was so . . .
