Just a guess here, but that Small Crown series of rack chips were made around the same time that casinos shifted to $1 tokens (from US Silver Dollars).
Some casinos (especially Reno / No.Nevada) seemed to like using the $1 tokens in their Blackjack trays, rather than chips. The theory, as explained to me, was that a player with a few $1 chips left would still cash them in at the cage, but with a few $1 tokens left, they'd try their luck in a $1 token machine instead.
Using tokens on the craps tables was more difficult to handle, though I've seen it done too.
