I can only go by what I experienced in my searches based on location of finds; such as a known fact that certain chips were found only in the Cincinnati area and nowhere near where would expect.to find them.

Example: The Numismatic Association of Panama was shocked to see the two chips I showed them from their country, where those who were collecting Panama, locally, for over 40-years and those from all over the world who collected Panama tokens never knew they existed...

I have also taken into consideration governmental destruction of a complete inventory for whatever reason excepf for one example that came from the manufacturer as a salesman's sample.

There are so many possibilities as to why we know nothing of what we assume was delivered, I would think.
