Was able to find a little bit of history. Per the clipping below, Cleto Muguira was the owner of the Highway Bar in 1964 when Milton Corbell applied for a gaming license to operate a 21 game at the bar. Milton Corbell is listed in Fuller's as the licensee of the Highway Bar from 1964-1967, so he must have been approved.
