Mark your Customs declaration as a Sample

of Merchandise or as the French say, Enchantillon des Merchandises, and DO NOT include an invoice (or if you must, state that it is merely a sample of chips). That way the lucky recipient should not be charged duty on the items based on their zero value. Downside, if the goods do not arrive (Mr. Customs Inspector has a growing chip collection too?) - you will not be getting any reimbursement for the goods. Or as the French might say, "Tough chance, Monsieur!"
