To prove their legal dispute, that they paid for so-many chips but received far fewer, they cannot open the packages or put the chips onto the tables until this issue is straightened out with the manufacturer and the gaming commission. Or the Paiute would have to pay into some reserve fund the value of the "missing" chips which could be quite a lot - money they will never see again. I suspect that the Chinese tariff comes into play somehow into this mess. The tribe likely said that as a sovereign nation, they don't have to pay the tariff. Either that or Kentucky Derby "winner" Medina Spirit ate those chips!
The Pit Boss guessed that the Wanaaha chips might be on the tables by July. He'll send me some smoke signals once they are.
