Could have been in the Houseware department; entertainment, home party... prior to where you found it along with other "Las Vegas Night" theme items.

Toys R us once had some locations with a lot of Las Vegas advertising and old, but very common, casino chips in game form that was mentioned here, I think... though there may have been a very good reason why Toys R Us.
