Where did you get that info?
I have the Moulin Rouge licence application paperwork for all 19 applications they made from 1944-2012
The application approved on 6/7/1955 was filed by "Alesander Bisno (31.1458%) &25 Investors" and was approved for Slots, blackjack and craps only.
That licence was granted until 5/18/1959.

The next approved application was 5/8/1959 (10 days before the expiry date).

There were two further applications that were DENIED not approved.
