Real estate transactions are recorded in a single unchanging location: the clerk of the county where the property is located. You do not have that luxury with personal property that can be moved to a different county or state. Cars are similar, recorded with the state.
Although personal property can be recorded with the state under the UCC, that is generally used for merchant transactions (and most of them skip it for low-value stuff).
