Looks like Cablentertainment VI was raising money (for a cable network in NJ?) back in 1983. See screenshot of an SEC public filing below.

Also listed were other entities, using IV , V, VI (this one) and VII. So it was probably a public limited partnership that issued stocks and/or bonds at one time.

The chips were probably handouts when they did a "roadshow" or other event when they were raising money.
