Doesn't do the "circle" crop, but there really is no such thing. Photoscape does a nice job of a round erase of everything around the chip.

Stitching, easy editing, filtering, color correction, clone, HDR and focus stacking. All the things you need and more. This is a serious photo editor, does layers, and from reading can handle vectors and rasters. I happen to use Photoshop Elements most of the time and have an older stand alone Adobe Illustrator. My stitching software is also an older software package. What I'm getting at is this. Affinity is a really strong, serious editor and no subscription like Creative Cloud.
