If a field was NOT filled in - you would get

a message that the submission could not be accepted as written and you would be directed to complete the error or missing part(s). If a field was filled in incorrectly - say, you said the state was Alabama when it should have been Illinois - I guess the ChipGuide administrator would go ahead and "accept" the submission, even though it is factually in error. Then we would have a mistake on the ChipGuide. If this answers your questions . . .
