I think the chip is from the former Senator Club on Route 395 in downtown Carson City, before the casino was sold and "spiced up" a bit to become Cactus Jack's Senator Club. It's famous for the sign of a jolly Westerner (a Senator?) holding up a card that reads "Howdy."
